Mini-Therm heaters were designed for pico aquariums, and are encased in a thermo-plasic polymer housing that is completely shatterproof. The heaters are always in the ON state with a ceramic heating element that evenly radiates heat throughout the heater. The constant on design means that you do need to size the heater for the volume of water appropriately, but the chances of it failing is virtually zero. On many small tanks, the temperature is a real concern with how fast the temps can rise and fall.
